Medi is right. Even when I worked in major electronic design, assembly and testing, we had a device called a HI-POT device but it was only specifically designed to work in the mains of the PSU units where there was the ever so slight chance of something like that happening.
As of 2023, if you use one of these in the US, you can be charged with a felony. It's now considered terrorism to use a USB killer.
