    I did pause as suggested and my answer is: frame of reference! If you throw a rod of plastic that is charged, well… throwing a gun doesn't mean the bullets are being fired. Like how jumping inside a train or plane doesn't launch you to the back of the train, and how the earth's movement doesn't throw us, because we are moving in the same frame and therefore not moving in our frame.
    Edit: After your explanation of inducing a charge, I think a better way for me to have answered to have been to say "define the system". In the plastic rod itself there may not be a flow but as you say it is still inducing charges! Foood for thought!
